Heather Loewenthal
Partner Deloitte Asia Pacific

Heather Loewenthal is Partner at Deloitte who links ethics and compliance to behaviour and tools in organisations. She has over 25 years’ experience in banking and financial services. Prior to joining Deloitte she was Global Markets Business Partner for Anti-Financial Crime at Deutsche Bank London.  Previous positions include Chief Compliance Officer for Barclays Pan-African businesses and Global Chief Compliance Officer for the ING Group. She initially joined ING in Australia where she was the Chief Risk Officer and General Counsel. Prior to joining ING, Heather held executive positions with other financial institutions with responsibilities for Australia, Asia and the United States.  

 

Heather has participated in numerous industry initiatives to develop the management of compliance risk and to embed ethics in daily business practice. She strongly advocates building resilience and increasing profitability means taking a different approach to managing compliance risk. “Bolting-on people, processes and systems in the 2LOD will fail - empowering the 1LoD and utilising existing and new systems plus new technologies will have impact and deliver sustainable outcomes.”


Heather is Fellow of the GRCI.  She was President in 2001 and 2002, was made a Life Member in 2003. From 2010 to 2012 she was a Member of the Audit Committee for European Network of Integrity & Compliance Officers (ENICO) now merged with Institute of Business Ethics (IBE). She was a contributory author of AS 3806 and more recently was part of the GRCI team involved with the ISO 37301 working group.

She is a Fellow of the Australian Institute of Company Directors and holds an LLB and a BSc (Psych) Hons from the University of New South Wales and is a solicitor in NSW.

Athena Efstratiadis
Internationally Certified Compliance Professional and Experienced Risk Professional

Athena has over 25 years’ experience in the financial services sector. She has a comprehensive understanding of the regulatory environment and compliance requirements with operational experience in banking, wealth management and insurance having held senior roles with Aware Super, Rabobank, ING Australia and MLC Wealth Management. Athena's current role is Head of Colonial First State Compliance Advisory. Athena is a certified professional in compliance (CCP) with the GRCI.

Elizabeth Moylan
Head of Group Compliance & Group Privacy Officer, QBE



Elizabeth is a Compliance and Non-Financial Risk Management professional with 18 years Compliance and Non-Financial Risk Management experience in Banking and Insurance in Australia, London, Hong Kong, Singapore, America Samoa and New York.
Her expertise spans across a broad range of areas including Anti-Money Laundering, Sanctions, Privacy and Data Protection regulation, Accountability Regimes, Technology Risk, Information Security, Cyber Security, Financial Crime and Occupational Health and Safety. In 2020 she commenced the role of Head of Group Compliance and Chief Privacy Officer at QBE Insurance.

Elizabeth’s professional qualifications include Bachelor of Laws (Hons), Barrister and Solicitor of the Supreme Court of New South Wales, Master of Business Administration (MBA), Graduate of the Australian Institute of Company Directors (GAICD) and Bachelor of Commerce (Finance).

Naomi Burley
Managing Director, GRC Institute


Naomi is the current Managing Director of the GRC Institute. Based in Sydney Australia the GRCI seeks to be the preeminent association for compliance and risk management professionals in the Australasian region. GRCI was formed in 1996 by a group of professionals in roles undertaking compliance, a new role concept at the time. Over the following twenty years these dedicated individuals contributed to building a career pathway for themselves and their peers, which has evolved into an accreditation and education framework with options for those entering the profession and those desiring to increase their professional development.
 
Working with compliance and risk management professionals closely over the past fifteen years and participating in numerous industry discussion groups looking at issues and resources needing to be built, Naomi is passionate about the value of compliance and those undertaking the work to build and embed compliance frameworks in organisations. Part of her role with the GRC Institute is to advocate on behalf of members with their organisations, regulators and government to help them understand this inherent value and how to better achieve their desired strategic and operational outcomes by harnessing the talents, skills and knowledge of our GRCI members.
 
Passionate about the potential contribution of not for profits in the broader setting of society and commercial markets, Naomi has completed a Masters in Community Management and this, combined with her business operations background, means she aims to work toward building the GRC Institute for a financial stable future while consistently delivering member value, adopting agile and technological solutions to delivering services, tools, events and professional development options to GRCI members.

Julian Hunn
Director, FCC Solutions

Julian is a Financial Crime Risk professional with over 20 years of compliance experience and is currently a Director of FCC Solutions, contracting to Deloitte Risk Advisory. Much of his time has been spent abroad working in Europe, Asia and the Middle East focusing on financial crime prevention strategies and operations. Julian has held senior compliance roles at HSBC, Merrill Lynch, Standard Chartered Bank, Jefferies International and Westpac. He holds a MBA from the University of Queensland and a Criminal Justice degree from Griffith University. Julian is a member and Director of the GRC Institute, AICD member, working group member of ACAMS and a Fellow of the International Compliance Association.

Craig Greenwood

Craig is an experienced senior risk and compliance practitioner with around 17 years’ experience within financial services. This has included time spent in insurance, as well as across a number of domestic ‘big 4’ and international banks. He is currently CO at Equifax. 
 
He is a member of a number of international Compliance and AML associations, and hold ‘certified professional’ status in Compliance, Risk and Insurance. He also holds a number of postgraduate qualifications in AML, Compliance, Risk Management, and Applied Finance, and a Masters in Ethics from UNSW.

Graeme Douglas 
Principal, GJ Douglas Consulting



Graeme is a senior executive with extensive experience in the financial services industry.  Graeme has most recently established a successful financial services specialist consulting business operating as a sole-trader.  Assisting independent operators in matters of licensing and establishment of risk management and compliance frameworks, he has worked with a number of Perth’s leading organisations.
 
Prior to that, Graeme was the Risk Compliance & Audit Manager for five years at a WA member based organisation (T/O $80M) reporting directly to the Audit & Risk Committee.  And prior to that he was the Chief Executive Officer for a WA based company responsible for funds management, administration and trustees services ($1.3 billion of funds under management and revenues of $25 million).
 
He has been Company Secretary for public companies for over seven years, participating in all Board meetings and processes, strategy setting and decision making. 
 
Graeme has previously been a Director of the Governance Risk & Compliance Institute back in 2007.  Graeme was nominated as a life member in 2013.
 
Graeme has been a member of the Australian Institute of Company Directors since 2000 and he completed the AICD Director Course in 2002.  He was on the state executive of the Association of Superannuation Funds of Australia for a number of years.
 
Graeme is keen to assist the GRCI to reconnect and grow its membership in Western Australia and to ensure the GRCI remains the leading institute that compliance professionals turn to for guidance, development and networking opportunities.

Annette Donselaar

Global Chief Administration Officer and General Counsel, Chubb Life
 
Annette Donselaar is the Global Chief Administration Officer and General Counsel for Chubb Life Insurance, based in Hong Kong. She is responsible for the strategic development and execution of Legal and Compliance initiatives for Chubb Life. In addition, she also oversees the Chubb Life Human Resources, Communications, Internal Controls, Assurance/ Audit and general administration functions. 
 
Chubb Life operates in 30 countries around the world, with a heavy emphasis on Asia. Distribution is primarily through exclusive agents with a growing focus on digital and partnerships with brokers and banks. 
 
Annette has spent almost 30 years in the insurance and financial services industry across Australia, Asia, UK/Western Europe, South America and the Middle East. Before joining Chubb Life in January 2012, she was SVP and Chief Compliance Officer for New York Life International (based in New York). She has worked in Hong Kong and Australia in senior Compliance roles including Chief Compliance Officer, AIA; Head of compliance (Australia), National Australia Bank and National Compliance Manager, ASIC. 
 
Annette holds bachelor's degrees in Arts, Law (Honors) and Commerce; two master's degrees in Law, a Diploma in Financial Planning, a Graduate Diploma of Compliance [Honors) and the GRCI Graduate Certificate in Compliance Management.

James Kelly
CCO, Westpac Banking Corporation

 
Jamie joined Westpac in October 2016 and leads the compliance function for the Westpac Group.  
 
From 2008 to 2016, Jamie held senior legal and compliance roles with Standard Chartered Bank based in Singapore, most recently as the Group Head Legal and Compliance. Prior to SCB, Jamie gained extensive experience in legal and compliance roles with General Electric and Citibank.  He began his legal career at Freehill Hollingdale & Page in Sydney.

Julie Winkler
Regional Compliance Officer APAC, Zurich

 
Julie has worked in senior Compliance and Risk management roles for over 33 years with responsibilities covering Australia and New Zealand and Asia Pacific. She commenced her career at Westpac as a lawyer and moved through a number of increasingly senior compliance roles during her sixteen years there before moving to QLD in 2003 to take on the Head of Compliance role with BOQ on a four year contract.  
 
In 2007 Julie joined GE Capital In Sydney as the Chief Risk and Compliance Officer for the Insurance businesses in Australia and NZ before moving to Hong Kong in 2014 to take on the role of Group Chief Compliance Officer for FWD which was at that time a start- up Insurance company in Hong Kong. FWD, is now a major Pan Asia Insurer in a number of markets across Asia. After over six years at FWD building the Compliance program for the Group from scratch and working across Japan, Singapore, Thailand, Philippines, Indonesia, Malaysia, Vietnam and Hong Kong, Julie joined Zurich in Nov 2019 to Head up Compliance for its operations across Asia and Australia.  
 
Julie holds degrees in both law and in Commerce from the University of New South Wales and became a Fellow of the Institute in 2007 and an Internationally Accredited Compliance Professional in 2015.  
 
Julie has spent her career supporting multiple businesses in navigating the complexities of changing regulatory and political interventions to build agile and sustainable operations. Protection of brand and reputation and achieving great outcomes for business and for customers by understanding and balancing regulatory and ethical requirements to achieve corporate goals is Julie’s passion.
